Tier II Filing Instructions for the State of Mississippi: The State of Mississippi does not require a filing fee.
The State of Mississippi is making progress towards a more streamlined Tier II reporting system. Starting in reporting year (RY) 2012 (January 1, 2013) Mississippi will require facilities to submit their Tier 2 Chemical Inventory Report exclusively through electronic means.
The Mississippi State Emergency Response Commission (SERC) currently uses the Tier 2 Submit 2011 software program provided by the United States Environmental Protection Agency (USEPA). This software is updated yearly by the USEPA and is normally available in the September to November timeframe on the USEPA website. This means that for RY 2012, Tier 2 Submit 2012 will need to be downloaded using the same procedure as for RY 2011.
What is Tier 2 Submit 2011? - Tier 2 Submit 2011 is the free personal computer software developed by the USEPA and the National Oceanographic and Atmospheric Administration (NOAA) for use by facilities in submitting Tier II reports for the 2011 reporting year. It may be used in any state where this software meets state reporting requirements. Tier II reports required under the Emergency Planning and Community Right to Know Act (EPCRA) provide state and local officials and the public with specific information on certain chemicals that are present at facilities during the previous calendar year.

For RY 2011:
All Tier II Chemical Inventory Reports are due to the Mississippi SERC between January 1 and March 1 each year. The SERC cannot accept early or late submissions due to program requirements. If the Tier 2 Submit program is already being used please email the .t2s or .zip file(s) to tier2submit@mema.ms.gov. Hard copies should be mailed to:
