FY2024 Flood Mitigation Assistance (FMA) Grant Program Re-Opening

The FY2024 Flood Mitigation Assistance (FMA) Grant Program makes federal funds available to states, U.S territories, federally recognized tribal governments, and local governments to reduce or eliminate the risk of repetitive flood damage to buildings and structures insured under the National Flood Insurance Program in participating communities. The amendment reinforces priorities for community-scale projects, capability building, repetitive-loss reduction, and streamlined mitigation approaches. The FY2024 FMA shifts attention beyond individual structures and places greater emphasis on building long-term mitigation capabilities and developing scalable flood-risk reduction projects.

Mississippi Applicant Guidance

To meet the MEMA deadline, local jurisdictions should be prepared to submit:

  • A Notice of Intent must be submitted to the Grants Specialist before the project application begins. Please contact the Office of Mitigation for this form. 
  • Complete sub application package that must be submitted in the FEMAGO system
  • Scope of work
  • Cost estimate
  • Benefit-Cost Analysis documentation (if required)
  • Environmental and Historic Preservation information
  • Supporting engineering or design documentation
  • NFIP and mitigation plan eligibility documentation

The interval between the MEMA and FEMA deadlines limits the review period for technical corrections, quality assurance, prioritization, and final package development.  Therefore, communities are encouraged to submit complete application materials ahead of the July 10, 2026, deadline to reduce delays and allow sufficient review time.


Eligible Mitigation Project Types

Capacity and Capability Building (C&CB)

Purpose: Increase long-term capability for mitigation program delivery and future project development.

Eligible activities include:

  • Hazard mitigation planning
  • Technical assistance
  • Project scoping
  • Floodplain management improvements
  • Workforce development
  • Repetitive-loss strategy development
  • Substantial damage procedure development

Projects incorporating repetitive-loss strategies and substantial damage procedures receive additional consideration during scoring. 


Localized Flood Risk Reduction Projects

Purpose: Address broader community flood risk and reduce future NFIP claims.

Examples:

  • Stormwater improvements
  • Drainage infrastructure
  • Floodplain restoration
  • Detention and retention systems
  • Culvert replacement
  • Nature-based solutions
  • Shoreline stabilization
  • Community-scale flood reduction projects

Individual Flood Mitigation Projects

Eligible project examples:

  • Structure elevations
  • Acquisitions
  • Relocations
  • Mitigation reconstruction
  • Dry floodproofing (non-residential)

Priority remains focused on:

  • Repetitive Loss (RL) properties
  • Severe Repetitive Loss (SRL) properties
  • NFIP-insured structures 

Statewide capability initiatives

  • Local floodplain management support 
  • Project scoping assistance 
  • Repetitive-loss strategies 
  • Substantial damage procedure development

Cost Share

Standard:

  • Federal: 75%
  • Non-federal: 25%

Enhanced cost-share provisions:

  • Repetitive Loss properties: up to 90% federal
  • Severe Repetitive Loss properties: up to 100% federal
  • Small impoverished communities: up to 90% federal 

Increased emphasis on project readiness

Competitive projects are expected to demonstrate:

  • Defined project scope
  • Engineering support
  • Cost-effectiveness
  • Environmental and Historic Preservation documentation
  • Strong mitigation plan linkage

Communities with developed projects may have a competitive advantage.
